Infrastructure Issues

Infrastructure encompasses a broad range of legal/regulatory communications issues that affect the physical facilities that UTC’s members use to provide essential services to the public at large. One of the main issues is pole attachment regulation, which requires certain utilities to provide cable television operators and telecommunications carriers non-discriminatory access to poles, ducts and conduit at regulated rates that are “just and reasonable”. Another main issue is the use of infrastructure to support new lines of business, such as broadband, telecommunications, video and wireless collocation. There are other certain legal/regulatory issues, such as microwave relocation, that affect the physical infrastructure as well as the spectrum that utilities use. The infrastructure issues Webpage covers these three main areas, providing recent FCC decisions and UTC comments in various proceedings, as well as court decisions from appeals of those decisions and legislation and regulations by Congress and the states pertaining to infrastructure issues.
